Standing Committee

As established by the Act, and inaugurated on April 14th, 2010 there are three standing committees that have been established to support the work of the Council. These are :

  1. The National TVET Qualifications Committee(NTVETQC)
  2. The Industrial Training Advisory Committee (ITAC)
  3. The Training Qualify Assurance Committee (TQAC)

A fourth Committee, National Apprenticeship Training Committee (NATPC) was also established.

It is expected that all Committees will determine their own operational procedures in consultation with the COTVET Secretariat, and will report quarterly to the Board on its activities. The detailed roles and functions of the three committees are as follows:

The National Technical and Vocational Education and Training Qualifications Committee (NTVETQC) is the main regulatory authority for the National TVET Qualifications Framework and its overall function is to advice the COTVET Board on, and to do all things necessary or expedient, for the maintenance of a credible, rigorous, effective and efficient qualifications framework for the TVET system. The specific functions of the Committee are:

  1. Establish policies, criteria, regulations and procedures necessary for operation of the National TVET Qualifications Framework including accreditation issues.
  2. Establish basic quality assurance standards and procedures for TVET qualification awarding bodies
  3. Review the levels and operation of the NTVETQF from time to time and make recommendations to the COTVET Board for the revision and improvement of the Framework.
  4. Make recommendations to the COTVET Board on granting of authority to accredited bodies for the award of qualifications within the NTVETQF and imposition of sanctions as and when applicable;
  5. Recommend new qualifications to the COTVET Board for approval.
  6. Monitor the qualifications market and ensure the development of new qualifications meet national and international demands;
  7. Provide guidance, advice, and technical support to implementing institutions within the NTVETQF towards the achievement of the objectives of the NTVETQF;
  8. Publish and disseminate information relating to approved qualifications and respective accredited providers offering the qualifications as well as accredited qualification awarding bodies.
  9. Perform such other NTVETQF-related functions as may be determined by the COTVET Board.

The following institutions are represented on NTVETQF Committee:

  1. Ministry of Education (MoE)
  2. Ministry of Employment and Social Welfare (MoESW)
  3. Institute of Industrial Engineers (IIE)
  4. National Board For Professional And Technician Examinations (NABPTEX)
  5. Ghana Employers' Association (GEA)
  6. Ministry of Trade and Industry (MoTI)
  7. One person representing Informal Sector Associations
  8. Two persons with knowledge of competency based qualifications

The Industrial Training Advisory Committee (ITAC) and its Sub-Committees have the overall function of developing National Occupational required to perform a job and work performance standards for the definition and issuance of qualifications. The specific functions of the ITAC are to:

  1. Establish policies criteria and procedures for registration of trade, industry, occupational and professional groups as ITAC Sub-committees for the purpose of developing occupational standards in their fields;
  2. Recommend trade, industry, occupational and professional groups to the COTVET Board for recognition and registration as ITAC Sub-Committees;
  3. Monitor the labour market and promote the formation of ITAC Sub-committees to cover occupational areas that lack national occupational standards and qualification structures;
  4. Determine and recommend strategies for industrial attachment or workplace experience for approval by the COTVET Board
  5. Approve occupational standards established by the ITAC Sub-committees
  6. Publish and disseminate information on occupational standards endorsed by the COTVET Board.
  7. Assist industrial sectors to establish trade or industry associations.
  8. Perform such other ITAC-related functions as may be determined by the COTVET Board.

The following institutions are represented on the ITAC :

  1. Ministry of Employment and Social Welfare
  2. Ministry of Education
  3. Ministry of Trade and Industry
  4. One (1) trade association, Council of Indigenous Business Association
  5. One (1) professional body, Institute of Industrial Engineers (IIE)
  6. Two (2) representatives private and public training providers
  7. Business and Industry Association - Association of Ghana Industries (AGI)
  8. Two (2) technical experts in standards development appointed by the COTVET Board
  9. One (1) person nominated by Labour Unions

The Training Quality Assurance Committee (TQAC) is meant to safeguard the interests of learners, parents/guardians, employers, government and the general public by ensuring that training providers and qualification awarding agencies maintain satisfactory standards in the delivery of training and the award of qualifications. Its specific functions are to:

  1. Establish basic quality assurance standards and processes for training providers, teaching personnel, assessors and auditors/verifiers.
  2. Establish policies, criteria, regulations and procedures for the registration and accreditation of training providers.
  3. Evaluate applications for registration and accreditation of training providers and make recommendations to the Board for approval
  4. Monitor and regulate the activities of training providers and ensure that they implement programmes in accordance with plans they present for accreditation;
  5. Monitor and ensure that programmes developed and implemented by accredited training institutions adequately meet the requirements of occupational standards developed by the relevant ITAC Sub-committees;
  6. Monitor the compliance of training providers with established quality assurance standards;
  7. Investigate and act on complaints received from learners, parents/guardians, employers and other stakeholders regarding the quality of training, assessment, and award of qualifications.
  8. Perform such other TQAC-related functions as may be determined by the COTVET Board.

  1. Ministry of Education
  2. Ministry of Employment and Social Welfare
  3. National Council for Tertiary Education (NCTE)
  4. Ghana Standards Board
  5. Two (2) persons nominated by business an industry : Ghana Employers' Association (GEA)and Association of Ghana Industries (AGI)
  6. Two (2) persons representing public and private training providers: Ghana Education Service (GES) and National Vocational Technical Institute (NVTI)
  7. Two (2) persons representing professional bodies: Ghana Institute of Engineers (GhIE) and Institute of Industrial Engineers ( IIE)
  8. One (1) person representing technical universities
  9. One (1) person in Competency Based Training (CBT) Quality Assurance nominated by the Board
